Directions to your destination appear literally before your eyes. You can talk to friends over video chat, take a photo or even buy a few things online as you walk around.
These glasses can do anything a smartphone or tablet computer does now —and then some.
Google gave a glimpse of "Project Glass" in a video and blog post this week. Still in an early prototype stage, the glasses open up endless possibilities — as well as challenges to safety, privacy and fashion sensibility.

嚴長壽:不久前我在一場監察院內部演講中提及,台灣「人才存糧」問題;無獨有偶,新加坡副總理尚達曼日昨亦提出小心人才外流重演「台灣故事」,連新加坡都看到的台灣問題,我們竟然看不到,這才是台灣真正最大的問題點。其實,過去六十年來台灣好不容易累積的「人才」及「經濟」兩種存糧,都已面臨危機。這是台灣不願面對的真相之一,今天我先從公務系統來談「人才存糧」的問題,因為這攸關著國家未來格局的掌控。(嚴長壽:國際化人才匱乏的嚴重危機)




台灣人力發展問題原因分析



原因一 經建會:

經建會副主委「單驥」表示,在勞委會「過度保護」國內員工之下,使得現行法令限制重重,『根本挖不到人才』。(人才鎖國? 經建會:挖不到人 工總:回市場機制)


單驥提到,儘管經建會與經濟部一再要求「鬆綁」外國專業人士來台工作限制,但勞委會仍舊堅持「保護」的理由,讓廠商找不到人才,而國內適合人選又紛紛外流。(人才鎖國? 經建會:挖不到人 工總:回市場機制)


原因二  工總:

國內有學者認為,新加坡國情與台灣不同,不過我國仍可有條件開放外來人才來台培養專業人士。

中國文化大學勞動關係學系副教授徐廣正指出,曾經被英國統治的新加坡是屬於島國,所處的地理環境也跟台灣不一樣,所以不能將新加坡的例子套用在台灣身上。

政策工具初探

一、高等教育自主

    教育部的政策指導影響有限,在「大學自主」的原則下,只剩「道德勸說」及「經費補助」兩項政策工具。

     在幼托整合及十二年國教政策下,教育經費早已捉襟見袦,能力經費有限,除非行政院溢助特別預算,否則必然排擠現行教育品質。

二、高中以下教育地方化、普通化

    在十二年國教的政策引導下,高中以下教育階段,不宜與「人才培育」做為政策目標,高中以下,仍宜朝全面、普通、預備、潛能開發,除少數性向明確、生涯定向者外,實不宜從人才培育觀點切入,但可以培育其「可能性」未來發展成各類人才的「無限可能」。



三、人才培育白皮書的迷思

   資訊科技發展及應用之快,恐在教育階段很難規劃各項長期人才培計畫,稍有不慎,可能會造成,計畫型的結構性失業危機。


四、人才培育白皮書規劃期程

   一年的規劃期太久,且白皮書無需太多的細節,以保留彈性。

五、教育產業思維

   「天地君親師」、「百年樹人」的價值觀影響,台灣不易從服務業產業的觀點來思考和規劃教育產業。

    在「公立」學校,受「正義論」的限制框架下,可否讓「私立」學校從「自由論」、「市場論」發展新的教育管理哲學。

六、人才輸出

    人才輸出,正是台灣教育成效的正向展現,而不是問題。問題在於教育系統所培育的人力,不符合企業人力需求(規格不符),及無國際競爭力。

This class of pesticides covers 143 million acres of U.S. countryside, and more damning studies are awaiting publication.

 對新加坡副總理有關「台灣人才流失」的言論,宏碁創辦人施振榮表示,如果缺少外籍人才協助,台灣發展將受限,建議勞委會應尋求新模式,才能讓台灣創造百倍、千倍的價值。 

 中央社6日報導,新加坡副總理尚達曼近日在一場演講上提到,台灣流失人才但又阻止外來人才進入,正面臨國民平均收入下降的情況,新加坡需引以為鑑。 

 對此,施振榮表示,台灣競爭力在人才,外籍人才在台灣的占比可能只有百分之一、千分之一,但雙方合作後,卻可為台灣帶來百倍、千倍的價值。若台灣捨棄這1%的人才,恐怕會喪失99%、甚至更多的利益,因此勞委會在人才策略上,應該要有新思維。

BEIJING (AP) — Fang Lizhi, one of China's best-known dissidents whose speeches inspired student protesters throughout the 1980s, has died in the United States, where he fled after China's 1989 military crackdown on the pro-democracy movement. He was 76.
Once China's leading astrophysicist, Fang and his wife hid in the U.S. Embassy for 13 months after the crackdown. In exile, he was a physics professor at the University of Arizona in Tucson.
Fang's wife, Li Shuxian, confirmed to The Associated Press in Beijing that Fang died Friday morning in Tucson.

The budget recommendation for the state’s public universities approved last week by the House Appropriations Subcommittee for Higher Education includes a section that says those universities “shall not collaborate in any manner with a nonprofit worker center whose documented activities include coercion through protest, demonstration, or organization against a Michigan business.”
Like a few other measures in the recommendation, denying new funding to schools that require students to have health insurance, for instance, or denying it to those that fail to report the number of human embryos used for research, it has a very specific provenance.

AUGUSTA, Maine—Education Commissioner Stephen Bowen says a bill setting standards for teacher effectiveness and evaluation of teachers is the most important education bill to come out of the Legislature this session.
Gov. Paul LePage is expected to sign the bill into law next week. It requires schools to adopt teacher and principal evaluation systems and makes other significant changes to Maine law with regard to educator training and certification. It also sets statewide standards for teacher and principal evaluation systems.

And on this curve, riding on Moore's Law, are a set of extraordinarily powerful technologiesavailable to all of us. Cloud computing, what my friends at Autodesk call infinite computing; sensors and networks; robotics; 3D printing, which is the ability to democratize and distribute personalized production around the planet; synthetic biology;fuels, vaccines and foods; digital medicine; nanomaterials; and A.I. I mean, how many of you saw the winning of Jeopardy by IBM's Watson? I mean, that was epic. In fact, I scoured the headlines looking for the best headline in a newspaper I could. And I love this: "Watson Vanquishes Human Opponents." Jeopardy's not an easy game. It's about the nuance of human language. And imagine if you would A.I.'s like this on the cloudavailable to every person with a cellphone.
And we've seen this in cellphones. My goodness, we're going to hit 70 percent penetrationof cellphones in the developing world by the end of 2013. Think about it, that a Masai warrior on a cellphone in the middle of Kenya has better mobile comm than President Reagan did 25 years ago. And if they're on a smartphone on Google, they've got access to more knowledge and information than President Clinton did 15 years ago. They're living in a world of information and communication abundance that no one could have ever predicted. Better than that, the things that you and I spent tens and hundreds of thousands of dollars for -- GPS, HD video and still images, libraries of books and music,medical diagnostic technology -- are now literally dematerializing and demonetizing into your cellphone.
Probably the best part of it is what's coming down the pike in health. Last month, I had the pleasure of announcing with Qualcomm Foundation something called the $10 million Qualcomm Tricorder X Prize. We're challenging teams around the world to basically combine these technologies into a mobile device that you can speak to, because it's got A.I., you can cough on it, you can do a finger blood prick. And to win, it needs to be able to diagnose you better than a team of board-certified doctors. So literally, imagine this devicein the middle of the developing world where there are no doctors, 25 percent of the disease burden and 1.3 percent of the health care workers. When this device sequences an RNA or DNA virus that it doesn't recognize, it calls the CDC and prevents the pandemic from happening in the first place.
But here, here is the biggest force for bringing about a world of abundance. I call it the rising billion. So the white lines here are population. We just passed the seven billion mark on Earth. And by the way, the biggest protection against a population explosion is making the world educated and healthy. In 2010, we had just short of two billion peopleonline, connected. By 2020, that's going from two billion to five billion Internet users. Three billion new minds who have never been heard from before are connecting to the global conversation. What will these people want? What will they consume? What will they desire? And rather than having economic shutdown, we're about to have the biggest economic injection ever. These people represent tens of trillions of dollars injected into the global economy. And they will get healthier by using the Tricorder, and they'll become better educated by using the Khan Academy, and by literally being able to use 3D printing and infinite computing [become] more productive than ever before.
